I want to use the Phoenix Template (Mobile App), but all I get is the Final Playground template!

I want to use the Phoenix Template (Mobile App), but all I get is the Final Playground template, which I cannot edit, modify, customize to what I would like. Every template I choose, always gives the the Final Playground template. It does not matter what template I choose, every time I get the Final Playground template, which I do not like.
