Loading images from asset library into web page dynamically in multiples

I have a web page under Photos drop down and I would like to be able to select images (multiple) and load into web page dynamically, possibly sized as thumbnails of the image and allows for members to download image to their laptop. Reason being, is that I will upload thousands of images to the asset library, that I cannot manually add a image via media quick link as there are thousands of photos. Is this possible or custom development? Please advise and if so, provide an estimate.
