PayPal setup doesnt work

When I choose the payment gateway, no fields show up to provide account information.

I tried in three different browsers and have already tried deleting cache to see if that helped.

How can I add my PayPal account, when I can’t input the account info?

I already tried the chat, but they told me to create a ticket.
