Block addon download for non subscribed users

Hi there,
On our ‘Home Plus’ subscription tier, the ‘Resource’ category is excluded. However, I was able to download a PDF addon from something in the ‘Resource’ category.
Is it possible to block users from downloading the addon if they are not subscribed to that category? This is quite an integral part of our subscription setup.
